Does my portfolio have to be printed?
Yes, absolutely.
Where can I print it?
At a printer: try InPrint, Kinkos, CopyRite or Google "print shop Vancouver". Expect to pay about $20 to print and bind it, maybe less.
What size?
ENDS program at UBC accepts maximum 9"x12". So design your portfolio to be at most, those dimensions. Better yet, make it 8.5"x11", keep it simple silly!
How many pages?
You will need to show all three projects and your name/contact information, so likely this will be 4 or 5 pages printed double-sided. You might think of it this way: one page cover, one page intro, project one over two pages (a "spread"), project two over two pages, project three over two pages and finally your contact info name on a page, back cover.
Bind it with a nice coil, maybe pay a little extra for a report cover of plastic and a nice cardstock back-cover. Done.

Lots of white space, clean design lines. Used InDesign probably.

If you are more familiar with MS Word for example you can use that...but it can really make bad work. See here for help if you are really stuck: http://www.ehow.com/how_ 8648876_create-portfolio-word. html.
I would strongly recommend Adobe InDesign, it is relatively simple to use, but do what you think you can handle.
